Are you sure it was a blizzard, and not justing snowing? They only come out during blizzards. If you haven't done the Fafnir mark yet, that is a good opportunity to get the Leshach Halcyons off of the Leshach Entite, since it will always be a blizzard 100% of the time along a specific course from Mt. Bur-Omisace to where Fafnir is at. Lesach Entites pop up on the screen before where Fafnir's at. It's called Karydine Glacier on the map. If it's a snowstorm, then there should always be a Leshach Entite floating about on that screen.
If you already did the Fafnir mark, or don't have access to it, try entering the Paramina Rift from the Feywood. I did that ahd managed to get a blizzard. Also, I've found that adverse weather effect tend to carry from one region to the next, so if you want, try getting it to rain somewhere else, then take the Strahl straight to Paramina Rift. It should be storming there now as well. That's how I got the Gnoma Entite, Undin Entite, and Sylphi Entite to pop with mininum fuss.
